All cars have a BoP for fuel. So that all cars are on a level playingfield fuel wise.
How much laptime the Porsches lose at Spa i can't tell,

if you want to see for yourself, you can wait till the Testserver for Misano is online and test the cars.
If the cars wouldn't be balanced, RSRC wouldn't let them compete.

Is the BOP written somewhere? maybe i can read myself and not bother you with questions

No, sadly it's not written somewhere.
Like i said, you can test the cars for yourself once the server is online.
If you like, you can write down the fuel volumes for yourself since i don't know the exact numbers right out of the back of my head.
Like i said, the cars are balanced otherwise they woulnd't compete.

Fuel usage at barcelona of my test was:

Audi:
Fuel tank capacity: 54 liters
Liter/Lap: 1.39l
Total laps of fuel: 38lap = 57 minutes

Toyota:
Fuel tank capacity: 68 liters
Liter/lap: 1,45l
Total/ lap: 47 laps = 1h 15m

Porsche 2016:
Fuel tank capacity: 62l
Liter/lap: 1,34l
Total/lap: 46 laps = 1h 12m

Hi, leider ein kleiner Fehler bei CE Team 65+66 Plätze vertauscht. Team 66 bekommt die 10 Pkt nicht Team 65.
